In the early morning hours of November 9th in Miami, a drunk driver reportedly barreled through the scene of an already-fatal car accident. Police were processing the scene of the fatal accident when 29-year-old Juan Frias drove through the scene at a very high rate of speed, police report. Frias struck and killed a dog, and nearly hit several people at the scene. He was soon detained and arrested for driving under the influence.
